Incompotent staff members

I have been trying to change my debit order date for 4 months and they just cant get it right. I would like to know who will pay my bank fees that i have to pay every time that there is a return debit and not just that now my account looks like because they cant do their jobs. I have never in my lifetime seen such incompetent bunch of people.
