Same issue Bad Service

I bought a Blackberry 9900 online during February and i didn't receive it, and i've been calling them since that time till now my phone is with them but they still deduct money from my account every month. I called them again from last month telling them to cancel and bring my money back it's also not happening and now they are ignoring my calls.
