No Body is willing to take ownership of Query

I spent 40 minutes on the telephone getting pushed form pillar to post trying to resolve a billing query with Vodacom.
I was push through 4 different people and then ended up with the third person for a second time with no resolution.
Vodacom is very quick to take money from my account but their ability to provide and resolve billing issues is third world
