Incapable to assist

I have switched Blackberry devices (handhelds) using blackberry desktop software. Since then BIS (blackberry internet services) is non functional. The helpline 018180 said BIS is active but when tested on the SIM/data it does not show active. They have lodge a query to their enginering section. They didnot send or give me a reference number, nor can they assist any longer. The phone without BIS is non-functional although I need to pay my contract. One is also not able to talk to the enginering section, only with telephone operators that are incapable or unwillingly to assit or to reslove the issues at hand.
