Must someone die first before you respond?

After heavy rains and winds in Cape Town last week (24.06.2013), the cable from the pole to our house fell off and it is now lying on the ground.
On the 26th, I used your online service to log a call which has since been closed after you guys tested my line.
On June 28th I called again and got reference number 94535250613 and I was promised that a technician would come and fix the cable.
When I called again on Monday (01 July) I got another reference number 266CWZ010713
On Wednesday (03 July) one of your technicians called around 13:00 to find out if the matter had been resolved and promised to come and "have a look".
It is now 10:55 on Thursday (04 July) and still no one has come to "have a look" at my problem. What's even worse when I called your call centre and asked for a supervisor, I was put on hold till I finally decided to hang up.
As you know it is school holidays and I have explained to your call centre numerous times that I have a lot of children playing in my yard, does one of them have to die because of your stupid cable before your guys sort it out?
