1 day uncapped at speeds as low as 3kbs

Purchased a 1 day uncapped on a new prepaid sim.
Made a paid phone call for connection. The area used is serviced by a booster linked to a 20m aerial with an antenna pointing to your towers. There are no trees or large obstructions in the area and no changes of late. I noticed on downloads that the speeds were at around 10kbps. This went as low as 3 kbps. A concern was raised to 083 1555 and 173. I checked APN settings and tried both a clear proxy as well as the 8080 ported at 196.011.240.251 proxy. A screen dump and speed tests were done and the tests were reported. I normally see 1.5-2.5MB/s.

For clarity 25.4MB was estimated to take 1 hour and 38 minutes to download.

Even at throttled levels this is ridiculous as the terms state 128kb/s

Please advise as to whats to be done over my wasted funds.

More than two downloads "froze at 80% complete" and are unusable.
