Customer getting the run around!

I recently qualified for a special obf from Vodacom repairs head office. They had sent the request to the Gateway store and assured me that the store was contacted on 5/6/13 and advised that everything was in order for me to fetch my new phone. I later went into the store, staff advised that I could not fetch the phone as the store had not received a credit note. I was promised that by Friday latest I would have a phone. I was then advised that the credit note was processed but no colour of phone I wanted. I then requested for them to find another store with stock and credit that store instead. I was advised by escalations department that the Vodacom repairs store in Gateway would arrange the reversal credit note and the Gateway repairs store then mentioned that is in only head office who does the reversal. This issue has been going on for days without coming to a conclusion. I was later advised that by Monday 10/6/13 everything should be sorted for me to fetch my phone and still nothing has been done about the reversal credit from one store and the credit to the one with stock. This is absolutely ridiculous! It is not the customers job to go around chasing after a credit note!
