Adsl line not installed, and paying for it

Ref number 76966683A, I phoned Telkom to have an adsl line installed and ask them if it will be possible as my previous address I applied and only afterwards told me that they can't assist me, the call centre agent said it wouldn't be a problem as lines are available, I was informed that I will first have to install a line and then upgrade it to adsl, I told them I'm not interested in having a land line I was told not to worry once the adsl line is installed they would only charge me for the adsl line as we will upgrade it straight away. The guy came out to install the line and told me that something was wrong they will come out and sort it out two weeks later the line was installed I immediately called the call centre to Ask them to upgrade if to adsl, they said they will process it after waiting a week a followed up to find out the upgrade was never processed, after trying to get a manager to call me back that never happened in two days I phoned back logged an upgrade, waited a week to phone and find out what is happening I was told they need to fix something and they think they will be able to assist me maybe July, I was told I will keep paying for the line till its installed
