Telkom all of a sudden cannot assist me

I took a contract for a telephone line and ADSL with Telkom a few months ago, the technician came but I had a problem where my line goes in. I sorted that and done a new order with Telkom for a line. 2 weeks ago I was told that Telkom was out of stock of some products. I called today and spoke to Baleseng and she told me that all of a sudden a technician stated that my line canot be installed until after April next year, she mentioned something about the exchange and infrastructure is too full in my area and that Telkom cannot assist for new customers at the moment. She could not explain why I can not have a line installed, just that I should call back in April next year. I don`t know why I cannot have a line all of a sudden. I really need a line and ADSL but still have no idea why I cannot get a line
