Can't download!

I have a Blackberry 9900, since January I've not been able to download anything. I've spoken to the technicians and got advised to load data. I did that and guess what!!! Still nothing. The call centre told me they'll escalate my problem, but then you NEVER hear back!
I pay more than R400 for my contract and I can't download. The went to the new BIS in October last year yet when I upgraded in December the sales people did not inform me that BIS has changed.
I demand personal feed back from management at Mtn about what the problem is and how they are going to fix it and also what they are willing to do if they can't fix it.
I had my BIS removed and reinstalled cause the tech said that would work and nothing worked he also doesn't understand why!
