BIS service still charged after upgrade

I upgraded my Vodacom contract in February from a Weekender Plus to a Smart Standard. I received a Blackberry with my previous contract which included the R59/month BIS service. I received a Samsung SIII with the new contract, but the BIS service was never cancelled and charged for 3 more months without any benefit to me.

Upon enquiry the 111 consultant said I should have cancelled the BIS service manually when I upgraded. How was I supposed to know that? I find it extremely poor service that the consultant handling the upgrade did not advise me about this. How many people are Vodacom by keeping them subscribed to a service they no longer use?
