Paid for but NEVER received/delivered

I arranged and paid for a voucher for my sisters birthday (on 20 April 2013) to be delivered. I was promised delivery on Monday 22 April 2013 and to date still NO DELIVERY OR RECEIPT OF VOUCHER!!! After calls from Head Office and rude staff members promising it will be delivered. The voucher has been paid for but not delivered! This is unacceptable! Is this what we call customer service these days?!
