Let the package fall where it may

I am a South African living in Russia and studying at UNISA. I order textbooks from Kalahari as they have the SA based textbooks I need. I ordered books on Jan 3 and to this date have not received them. Kalahari can give me no information and have said they will only refund me after 12 weeks of the package not being delivered. On my own investigation I have found out who the couriers that Kalahari use are and contacted them only to find that they have a 30 day delivery SLA. Besides this, Kalahari do not require a tracking number for the package outside of SA and thus cannot track the package once it leaves our borders. I have had a solution from the courier who will express deliver to me as soon as I get the books to them but Kalahari will not refund me for another 5 weeks. These are not books I want to read at my leisure but books necessary for assignments due in the next few weeks, which I reasonably expected would take a lot les than 7 weeks to arrive. What kind of company dependant on delivery does not require a tracking number and simply hopes the package arrives? And what kind of SLA is 12 weeks when students require textbooks for assignments? Its irresponsible at best
