Payment Arrangement-No One Responding

I am aware that I am in arrears with my account, I have actually been over-debted which means I cannot pay all of the debts I have, so I am trying to make arrangements with everyone to pay off a certain amount each month. However, my several emails of trying to come to an agreement has been ignored, yet you have phoned me several times. I am unable to speak on my cell during the day, but I don't understand why my emails have been ignored? You can only phone me on my cellphone between 16:30 - 17:00.
