Transfer of ownership

Bought property in JHB late 2011 got registered Feb 2012, went to City of Joburg offices 14/3/12 for transfer of ownership. After queueing for almost 3hrs saw a lady who passed me on to another lady. Explained the situation to her gave her my ID, proof registration, bond acc details from bank as well as previous owner's acc details and was given ref 8000719811 told to call 011375-5555 to get my rates acc. Nevertherless called after six weeks, held on for over 30mins was told process takes 6months. Sent an email to City of Joburg to date have not received a response. Physically went to the offices on numerous occassions. 2012 became 2013 I moved with work to another province leased property out Strange enough June 2013 got email to for bin verification but didn't hve response to my email. Plucked up the courage again 29 July 2013 drove from FS to Gauteng on a Saturday morning to resolve this issue. Was assisted by two men after explaining the story they created the account within 15mins! Issue now City of Joburg expects me to pay the accumulated bill in record time when I got my 1st statement August 2013 - 17 months later??? Went again 26/10/13 to make arrangements they refused???
