TMS Property Management - No Service

I purchased property this year and the transfer went through at the end of June. The legal process took just under 3 months, however the process to transfer the ownership at TMS Property Management has not been done and it has been 4.5 months. The previous owner has not been re-imbursed and this month I am not sure what amount to pay because I haven't received a statement.

When I first tried to get the process started (3 months ago), I was told that they were waiting lawyers documents however I called the lawyers office to move the process alone and I realised that TMS is just passing the buck. When I call to ask, Chere is either in a meeting, in the loo or not in the office. Emails sent to the company, come back with a response of either, 1) they are experiencing no electricity in the building, the person is out for the rest of the afternoon or on leave... how convenient!
