City of Joburg/ Joburg Connect refund

I have not received back my near R20, 000 deposit from the City of Joburg since March 2012. I have submitted all the correct documents via email and upon calling the call centre number 011 375 5555, they have directed me to the Refunds Dep, which I have called for weeks now and no one answers the phone on 011 358 3626/ 3164/ 3677/ 3824/ 3494.

I don't know what to do anymore!
