Incompetent staff, bad service

In June, I applied to have my address changed, then paid for my vehicle licence on the internet. The disk never arrived, I called the call center and they said that my address was never changed and the disk was sent to the old address, I was told I would have to change address and pay a months fee to get a new disk reprint. I changed my address and waited, called the call center who told me the address had been change, I then paid the month. 3 weeks later no disk, I call again, it was sent to the wrong address again. No-one is willing to help me in the call center will not put me through to a manager will not give me the number for the office that actually does the license disks and say I have to apply for another reprint by sending another email that will probably not be delt with for another 3 weeks.. in this time I have received 2 fines for unlicensed vehicle. I cannot drive my car now and am highly highly agitated with the municipality.
