Nightmare service on querying ID progress

My husband applied for a new ID (change of first name) over a year ago. His online progress status is step 2 of 4 since the beginning of the year. We query every 2 weeks and they keep saying "it's being escalated". they refuse to give a name of someone we can call, or the person who is dealing with it. Fatima Chohan is copied into emails and ignores it. Months have passed, we have over 50 emails and calls and to date they respond the same - escalating. no-one will walk to the department where it is "pending", they send emails. Surely 1 person deals with a few ID's per section so someone must be accountable.
No that I have said they are as bad as their leadership we don't even get the "escalation" email anymore. What if my husband's ID use being used for? Why is Fatima not forcing these people to give us proper answers other than the standard escalation line? Disgusted! When will we have competent people who take ownership?
