Total Disregard for Notice Period

I don't even know why I'm posting this complaint, as I know I will get no response, but I hope that others can see how appalling the service at Ekurhuleni Municipality is.

I am on prepaid electricity and received a bill / disconnection notice for the water for a huge amount. As per the disconnection notice, I had 7 days from date of notice to settle the account, alternatively the electricity to our home would be disconnected. Only thing is, they already blocked my prepaid meter on the day the hand delivered the notice. How is that even fair? Total disregard for their own so-called "grace period". Oh, and don't even try to phone, because not one person picks up their phone. I emailed about 5 people and still no response. I even tried to email my complaint to the mayor... Yes, well - no answer there as well. Not even from an administrator to acknowledge the receipt of the email. They just don't care, because they have "the power" and like to remind us of that.
