45 month intrim account

We went to see Mr Karaboo about our account which is currently standing at R14957.84 for water usage alone. Mr Karaboo was very helpful and explained to us that the previous meter was faulty and unreadable and that in April of this year it was replaced with a new meter. The problem is as follows we have only been living in this house for 18 months and want to find out what the amount is owing for the past 18 months so that we can pay what is neccesary, Mr Frank refuses to help us with this as he wants all sorts of proof from Mr Karaboo stating why meter was replaced ect, At one stage we were in credit with R507 and just after that account it went up to R16000 in the red. At this stage the coount is worked out on a 45 month intrim of which have only been there in the past 18 months. Is there some way this can be resolved as I refuse to pay some one elses water, the owner of the house will be responible for the balance after we know what is owing for the 18 months, but as I mentioned Mr Frank refuses to help us work out what is owing according to waht has been paid and what has been billed
