Water meter leaking 6 months after reported!

Good Day,

I moved into my home in Octobecr 2012.
I noticed then that the water meter outside was leaking.
I have reported it monthly since then. It is now 180 days later and Ekhuruleni has still not come to fix it.
I even went to your accounts department, had them fill in the request for repair form and fax it to the water
department. That yielded not result, so I went to your water department in Eastleigh, and filled out the form
there again.
Still no-one came to fix it!
I have never been charged for water on my bill since your department cannot read the meter because it is under mud and water.
Needless to say that all that water has been leaking and someone has to pay for it.
I expect Ekhuruleni to pay 50% of the water bill that is due to me since I am not paying for a water leak that
I have reported multiple times.
I need this meter fixed and the amount put on my bill minus the 50% that I refuse to pay.
