No service delivery

I have been sitting with out electricity from last week Wednesday because the electricity was cut off due to an outstanding account from the Previous owner, I had nothing to do with the arrears but I am the one dealing with the consequences. She paid the money on Thursday which was her due date but the power was cut off a day before. I would like to understand why?

I was told that the electricity reconnection can take up to 48 hours and it is after 13h00 which is the 48 hours but my request does not reflect anywhere on the system. Does this mean the man assisting at counter 5 just take all this paper work and put it in a drawer somewhere and no one checks and updates. I only discover this because I wanted to find out when will I be reconnected. I am told that there was no request for reconnection but why would I open a new account that is not working and how did I know that it will take up to 48 hours for reconnection if it is something I did not ask for. On Wednesday I was told that I cannot open a new account until she settles her debt and close her account. For all this to happen they needed proof of payment and my connection fee, which was all submitted.
