Disconnection without warning with no after servic

Due to financial difficulties our household could not pay our water & electricity bill in May, but then we made a double payment in June to bring it up to date. Unfortunately our water was cut off on the same day: 2013-06-05, with NO WARNING! Which I suspect is illegal...
Even though I depleted my cell phone talk time on Thursday (6 June) and Friday (7 June) I could not get through to an operator to arrange for the reconnection. I eventually drove through to the municipal offices in Pretorius street to arrange for the reconnection. This was around 11:30. Copies of the proof of payment was made and it was stated that the water will be reconnected. Unfortunately the water was not reconnected that day or over the weekend and the household, which included my pregnant fiance had to spend the whole weekend without water. Monday came and went still with no reconnection and more cell phone talk time wasted in holding on for hours without being able to talk to a consultant.
The city council is obviously totally imcompetent in handling it's affairs and unable to provide adequate services to their clients.
What do I have to do get my water reconnected?
