What must I do to get help from the sapd?

I am passed hope

In January one of my TLB earthmoving machines was taken from me on a manner to lesotho. A deposit of R80 000-00 was paid by the suspect. THis machine was supposed to work in the RSA. It was moved to lesotho without any legal conscent or knowledge from me. THe suspect claims he bought it. THe value of this TLB is R600 000-00. I have tried in vain to open a case of of motor vehicle. The local sapd says it is a cival matter. THe commander of the vehicle branch screams at me when I phone to find out how far they are. I am positive he is getting something under the table. Yesterday I consulted with my attorney. He suggested that I open another case of under flase pretences and or. The local police refuses to register this case. THeir reason being it is a civil matter. Where does or start and where does it end? I WANT TO ASK THE PROVINCIAL COMMISSIONER HOW CAN HE HAVE INCOMPETANT INVESTIGATING OFFICERS TO INVESTIGATE THESE CASES??? Am I as whiteman forced to take the law into my own hands? I will surely do this if our own police service fails me. Where is all this going to end?
