Waiting for Marriage Certificate 4 months overdue

I have registered for an unabridged Marriage Certificate from home affairs last year Sept 2012. Hey told me it will take up to 8 weeks for this to ready (been end of Dec 2012) I could collect.

Its not end of March 2013 and I'm still waiting a response from them inregards to the collection of my certificate.
I have logged numerous calls and call 100 times and I'm still waiting their response.
