I phoned City of Tshwane this morning, and was shocked that after trying several times, a woman answered, without saying Hello or good morning, only "The people are in a meeting, phone back in 20 minutes", whereafter the phone was put down in my ears. All I wanted was a fax number. Who hires these people...
