Electricity purchased via cellphone banking

The municipality told me to take the problem up with the bank and according to the bank the municipality should either refund my purchase of R260 electricity or give me a valid token number which they did not do. Someone needs to sort this out and according to Standard Bank the municipality needs to fix this.

How can you process a transaction for electricity if you know that Potch does not work with tokens bought via cellphone banking?
