Refund of R26, 000 owing and I'm still being billed

I sold my property in April 2012 and was requested to pay R26, 000 up front before my account would be closed. I am still waiting for my refund and am also still being billed. My "account" is currently in arrears by a further R13, 000.

Ive been told that the refunds are outstanding up to a period of 5 YEARS???
