Pre paid electricity

I bought electricity to use in my pre paid machine and when i want to enter the token numbers the tokens were invalid expired. Nothing on the token stated that the token can expired and no where on the token mention that there is a expired date. The institution take my money draw some interest and when i want to make use of the bought electricity the token is expired. I went and see some officials but every one just pull their shoulders up. How can pre paid electricity expired? What happened to my money and the interest draw on my paid money, this is. I only visit my house in december month on the municipality is using closed in december month. Please help
