Keep getting hung up on!!!

I have called the call centre for the municipality as I have observed people figling with power boxes and cables and for some weird reason they make me hold for 7-10 minutes each time, then hang up on me. I would like a response from someone as well as what will be done about these people who are illegally connecting their electricity while the rest of us pay.
