Extremly bad service if there is a service at all

On 12 March 2012, my father applied to change his Surname from his step fathers surname to his mothers maiden name, he supplied all the necessary documents and he was told that it will take 3-6 months. After 3 months, I called the call centre to check on the status of the application, I was told that it was rejected because there was no supporting documents and he went to the branch in Soshanguve where he applied, he was told that documents were lost on the way to the head office in Johannesburg, so he submitted the documents again. I started calling the call centre again in January 2013 to check on the status of his application and I was told that my fathers Surname had been changed to his mothers maiden name but his application is still in process and was sent to Pretoria head office for finalization. I called the Pretoria Office in February 2013 and I was told that my father will receive an SMS within two weeks to come and collect his new I.D. Its now May 2013 and when I call the call centre they tell me that the application is till in process, I must check again in two weeks.
