Change of a child surname

I am frustrated and disappointed with the Department of Home Affairs operations. I applied for change of surname for my daughter last year 21st January 2012 and gave all the required documents and was told of the waiting period of sis months. which i waited for eight months instead, when i went to collect my child birth certificate with a changed surname, they referred me to the call center as it was not ready yet. and i have been taken from pillar to post since then. Then on the 14th November 2012 i was referred back to the call center, which they opened up a "case" Case No. 1211021299 and i was told in order to speed up the process i must refill the application forms and fax all the required documents, which i did and gave the home affairs officer to fax them for me and she did and gave me a proof and i have been calling and no one is helping and i was eventually given a number of Mr. R Ngema which is constantly engaged. I'm stuck and unable to do things for my daughter and at school they are nagging me with the child birth certificate because she is using a different surname from the current one. your speedy assistance will be highly appreciated.
