Who is responsible?!

I bought a scooter from Micro Scooters in July 2010, on the 2nd of August I received notice of a tracking number. PE664985131ZA. I then waited for the post office's notification of its arrival which never happened. Eventually I went to enquire at the post office and after being given the run around for the longest time I was told to go to the Vanderbijlpak P.O as goods arrived there and they had not delivered to Sebokeng. I spoke to them and they opened a case with them to investigate this, I later on got confirmation that they were attending to it and have heard nothing ever since and this was now in 2011. I need to know who is the person that can help in resolving this matter as I paid for the product.
