Unable to find post from Canada

My brother sent a legal document from Canada which according to the SA Post Office arrived at Rivonia post Office 31.8.2013. Our lawyer never received notification that it arrived - he spent an hour trying to locate the document without success. My brother in Canada spent two hours trying to track what happened to the document. None of them succeeded. Once I returned from being out of the country, I called the S A post office customer services to locate where exactly is was. They provided me with a SA tracking number and the contact numbers of Rivonia Post Office. I called several times over the course of the morning - nobody answered my call - eventually at midday Salome answered my call. I gave her the tracking number and eventually I managed to explain that I am in Cape Town and cannot afford to pay the professional fees for my lawyer to try and locate this envelope. The costs and wasted time incurred for the post office's incompetence is unacceptable and I expect the post office to pay the costs of the time that my lawyer spent in the Rivonia Post Office
