R13 for no parking

As always whenever I am in the CBD, I park in a parkade rather than the st for safety reasons. I got a ticket as I drove into the parkade & the signs read casual parking levels 4, 5, 6. I proceeded to one of those levels. As i got to level 4 there was a chain that was across to lvl 4, not able to go any further I went onto level 3 which is clearly marked TOW AWAY zone for casual parkers. I decided to leave bec its full and go to Nichol Square up the road. Seeing that I was only there for approx 90 seconds I proceeded to the exit boom gates, inserted my ticket only to be rejected (as traffic behind me waiting to get out). I cannot move of the way, no space so I go the ticket counter and the lady tells me its R13. I say "For what? " She just shrugs and gives me that look that said "Ask someone who cares!! ". I was forced to pay for something I never got. Interpark should indicate whether the parking is full or not at the entrance not trick people into parting with money for no reason. Maybe they should learn from Nichol Square becuase that place apart from clearly lit signs that indicated FULL / SPACE AVAILABLE also had staff directing traffic to available bays. I paid R15/12hrs.
