Stuff guest's stuff

I left a parcel at the reception to be collected by my brother in law, as I had to go board my plane, after staying there for three days, when he went to collect as advised from me he was told that the parcel is not there, how can something disappear by the reception where it was kept in guest parcel unit like any other hotel that when you normally leave your stuff it is kept, up until the owner comes back providing he shows his/her identity? and plus as a guest u sign for such when leaving your stuff there
