Passing the Buck between Medical Aid and Hospital

I have requested permission for my mother to be given visitation rights for the long weekend from the Senior Physiotherapist at the Life Kensington Rehab Clinic, . She is only prepared to give one night and 2 days. They claim only the Medical Aid can make that decision. The Medical Aid claims only the doctor can make that decision. What is the difference in booking her out and saving a few thousand rand and rebooking her in. Their claim is, in case of an accident, but that is a risk that could happen when she is released for one night, so can someone tell me, why, when there is a huge saving involved that this can't happen and no one is prepared to take this decision. Either the hospital is just not prepared to lose income as I am sure if she is not there for more than one day they will lose the income from the Medical Aid and doesn't the medical aid want to save a day or two on what they are paying for the Rehabilitation. And also, after 5 weeks in rehab is a patient at the age of 74, not able to have a say, after paying medical aid for more than 40 years, that they want to see their granddaughter and great grandson (who is not allowed into the hospital) from America.
