No Outside Phone Lines

In August i asked for my wife to be transferred from her company Discovery Health Scheme onto mine
I was told that this could only happen in January so I waited. After several emails and phone call all seemed to be well.
The first week of January i still didn't know if this had happened but a gentleman did call me to say as soon as my wife comes off her company scheme it would be AUTOMATIC that she came onto my scheme.
It is now the 25th of January and i have been trying to find out if this has happened. Discovery sent me another form that i must sign, but on this form there is a 50% penalty that i must pay.
I have been trying to find out why i have to pay this as she has been with Discovery 2011 but until now i still don't know.
As i am working in Zambia until the end of March i have rang them twice to request a manager to phone me the lady i spoke to said this would happen before close of business on the 24/01/2014.
I have now received an email stating that they don't have any phone lines they can use to make an outside call from, they would be calling a SA mobile number so its like it's an overseas call.
I am so dissatisfied with there service
