Changes to Health Goals without notifying the clie

So there I was trying to help set a goal for myself in loosing weight before year end. But what I found was no goals recommended. I know I am over weight and are currently trying to loose weight. All that came up was No goals recommended for you and then underneath From 2014, you will no longer be able to set new goals through Health Goals, but you can still complete your active goals until they expire.
I phone Vitality and asked why. They said that the benefit was discontinued as from the 1 Nov 2013. I asked when the communication was send out the clients that this will no longer be in place. They said that no communication was send out to the clients and they need to confirm it as the clients phone in. This is ridiculous as a lot of people might be making use of the goals near the end of the year. And it is not 2014 yet!!! The Vitality year end is December every year. Therefor taking away certain advantages before the year end is definitely unfair. And this without any communication. If they have let us know before then we would have set our goal earlier. I got a list of clients who wishes to set goals!!! Should they not always but us in the same or better sitsuation
