Bad service when dealing with refunds- Univ of Lim

My brother registered for a degree at Univ of Limpopo in 2010 and i paid his registration fee b4 he got a bursary. Since then, i have been trying to get a refund. Arnd Oct 2012 they asked 4 a letter from the sponsor of my borther 4 authorisation, we gave them. In Nov 2010 they said i must send my copy of the id, bank statement and a letter. i did that. They went quite. My brother went in Jan, they said i must resend the documents because they were sent in 2012, i did that. He was then told that the cheque will be ready on 15 March. When he arrive, he was told, its not there. He went there again today, he was told to get the id copy, bank statement and letter from my mom bcas they dont believe that i paid that money. I mean my parents are not even working 2 start with. Now they mst travel over 70kms in Limpopo to get those documents so that they can send them 2 my brother. I offfered to send an affidavit from the police station proving that i paid that money and they refused saying affidavits are not trustworthy. I wonder since when. Tried getting hold of their director and they keep on saying she is not available. I am so tired of them. Their service is bad and unprofessional..
