Incompetence leaves our kids in pathetic hands

I cannot begin to explain the level of disrespect that I have been treated with. I had my brother registered at DUT's Pmb Indumiso campus, &on the day of registration the dean had imprompuatly changed his mind that registration will no longer take place from 8h30 to12h00 but instead will happen from 12h00 to15h30! These times had changed with no formal communication &with the results my brother was unable to obtain a student card. I visited the university a working day after registration to obtain assistance with deregistration &was unable to receive any assistance as the administration department was to busy, I returned the next day at 8h30 a.m &was sent between 2 different departments in excess of 15times with no avail eventually when i received some information i was told that my brother will be de-registered but off the R1950 i had paid for registration i am only entitled to a refund of R20 due to all the admin that needed to be done, as i made enquiries i realized that was unreasonable so then was directed to proceed across town to the other campus obtain a letter of approval from the finance H.O.D to have a refund approved.i need answers! and would like to be treated with respect.
