Acer extorting customers "its policy"

I purchased an Acer E5 laptop, high spec intel I5 model.
it came pre-installed with windows 8,
I loaded windows 7 as I had a software conflict with windows 8.
I have now decided to load my licensed version of windows 8 that came pre-installed back on.
there is no recovery discs in the box, the owners handbook says I can request a copy of the discs if needed.

I did this and have been told that I must pay nearly R600 for a copy of the recovery discs.
I was told by Acer that I should have made a recovery disc before I loaded windows 7.

as a consumer I have purchased a product that comes with a licensed version of windows 8, therefore I own a copy of windows 8, however I am expected to pay almost the retail price of the program for the disc that should have come with the laptop originally.

The written documentation supplied makes no reference to cost, it only says "you can request a set of recovery discs from Acer"

There is no warning labels on the box or the laptop stating that there will be a cost involved.

I have owned many laptops and each one came with a set of recovery discs.
I am very dissapointed with Acer and will not recommend them moving forward
