Not refunding my deposit

I rented a car from Tempest car hire's Bellville branch on 02/03/2013 and returned it the morning of 04/03/2013 to the same branch. As I was paying with a cheque card they demanded a deposit as set out in their terms and conditions.
After returning the car on the morning of 04/03/2013 I received an invoice via e-mail showing that they have to refund me an amount in excess of R4000-00. That was the last I heard from them. Up to date no refund and their accounts department is just never available or the responsible person is in the toilet, on tea, on lunch or what ever.
This is shocking service and not what I expected from a big player in the car rental industry.
I have already made a reservation for a vehicle later this month, obviously this will be cancelled and I will take my business somewhere else.
My warning to other consumers, STAY AWAY FROM TEMPEST.
