Double Charged For Import Duties And Ignored

UPS informed me that import duties were payable on a package, I transferred the money to UPS usIng the account details on the invoice. When the delivery was made my Mother was charged again for the customs duties. UPS has subsequently been ignoring my enquiries regarding my refund for the last three weeks.
