Double charged and still no refund

I was contacted by UPS to advise that my parcel was on its way to be delivered and import duties were payable. Since I would not be at the delivery address at time given I elected to pay by credit card and details given over the phone. The amount was immediately deducted off my card. When the parcel was delivered my employer was asked to pay the fees once again which she did. I am now after two months still battling to get my refund back. I am not impressed.
