Customer complaint not taken seriously

What is the purpose of having customer feedback forms? When I complained about the quality of the desert and the coffee the manager and or owner found my complaints humorous and did not take it seriously.

And all off this after I did not make a scene while having the coffee and desert and even agreeing to pay for what I believed was double charging from the waitress side.
