Cannot access my own money

I placed an order for a cheque book on the 25/03/2013. On the 04/04/2013 i went to the branch and they told me there is no cheque book. They was very rude and didn't assist me. On the 06/04/2013 I had an emergency and needed 15k. I needed to make a cheque so i went to the bank and waited in a line for an hour. I was advised my cheque book still hasn't come and the bank cant give me a cash cheque. I had to take cash. i was only given 10k and was told the remaining balance can be drawn from the atm. When i go to the atm, it says transaction cannot be processed after trying many times with various amounts, so i called the helpline and was told i reached my daily limit yet i withdrew cash inside the bank. The following day i tried several times to try and draw the cash needed and i was only able to take R1500. I am still R3500 short and unable to take it. I am been charged for bank fees and cannot access my money because the bank changed my daily limit without my consent or advising me. I had an emergency and the hospital needed funds before treatment. They have also burdened me with the dangers of carrying cash and the long calls to the helpdesk and going to the bank/atm for nothing.
