Bad and incosiderate cold service

I had an incident on the 28/03/2013 when I went to withdraw money from the atm in the mall, there was no money at the capitec bank atm. I had to go to a standard bank atm to withdraw the money, I keyed in my pin and withdrew R4570 but the atm didn't dispence the money and it retained my card and I received an sms telling me the withdrawal had gone through which it didn't because I didn't get my money. I went inside the standard bank branch of which they told me because I don't bank with them they can't help with the card and that they don't have access to the atm's. I went to my bank Capitec and told them the incident of which Collin help me with login the incident with their helpdesk and issued me with a new bank card but he couldn't give a turnaround time. I came back to the branch on Saturday and one of the ladies there tried calling as well following up on the incident and she told me it normally takes 14 working days for the money to be reversed. what I don't understand is why should this take that long because firstly this is my whole month's salary I'm talkin about here and how am I supposed to carry on in the mean time.
