What happening with my father's policies

Our father passed away on 9/12/2012 and on 28/12/2012 we went to the Sanlam (Newton Park) office in Port Elizabeth and all the required documents were given in. They faxed it to the Cape Town office and confirmed that fax went through and wait 3 to 4 weeks for claim payout. Five weeks with no answer, my brother went to Newton Park office, when the lady (Newton park) called Cape Town she were told that no documents received and once again it was faxed. Someone from the Cape Town office called my brother Leighton Cox to confirm that it was received, will take another 4 weeks. Last week after no answer he once again went to Newton Park office to enquire and were told that Sanlam will continue to pay R690.00 monthly (policy15866865x7) and about R1200.00 (policy 15866864x0) at the end of the year in his bank account. When he asked why a lump sum cannot be paid out she could not give him an answer and give 0219163456 to call. When he called he were put on hold all the time as they could not answer him as well.(calling from his cell phone and was very costly). I called Sanlam and were told that there no claim payout. Why one moment there is a claim payout and after so much trouble say there is no payment.
